On September 13, 2017, the Minister of State Apparatus Empowerment and Bureaucratic Reform, along with officials, accompanied by the Secretary General of the Ministry of Agriculture, 14 Heads of Technical Implementation Units (UPT) under the Ministry of Agriculture in East Java, as well as the Head of the Animal Husbandry Office of East Java Province and the Head of the Animal Husbandry and Health Office of Malang Regency, conducted a working visit to the Balai Besar Inseminasi Buatan Singosari (BBIB Singosari).

This working visit is a continuation of a series of visits to the Malang region. The visit to BBIB Singosari began with a tour of the laboratory and proceeded to the superior male cattle stalls to directly observe the tasks, functions, performance quality, and services provided by this facility. The visit continued to the auditorium building for discussions.

The Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) urged civil servants to improve work discipline, foster a service culture, and work with discipline. Civil servants must be work-oriented, creative, and innovative. Menpan RB noted that BBIB Singosari's performance and collaborative systems have improved, supported by functional experts with specific qualifications. In the future, these positions should be filled by civil servants with relevant expertise. It was also emphasized that not only product quality but also standardization plays a vital role in determining service quality. The implementation of standards is expected to enhance public trust through excellent product quality and services.

Menpan RB Abnur explained that the recruitment of civil servant employees should be based on workload and required skills, with measurable outcomes, and civil servants should possess an entrepreneurial and service-oriented spirit. Existing civil servant employees will receive a minimum of 20 hours of education and training per year to enhance their competence.

The Minister of State Apparatus Empowerment and Bureaucratic Reform, Asman Abnur, also stated that they will improve the salaries of government officials. He aims to make the remuneration of Civil Service Apparatus (ASN) better, aligned with improved performance quality.

In his address, the Head of BBIB Singosari mentioned that BBIB is prepared to conduct various strategic activities to support the national demand for animal products, including meat and milk. This includes producing frozen semen with assured genetic quality due to the implementation and maintenance of SNI ISO/IEC: 17025-2008 and ISO 9001:2015. Regarding the Upsus Siwa program, which is a key activity of the Ministry of Agriculture, specifically the Directorate General of Livestock and Animal Health, BBIB actively contributes to its success. Nationally, the Balai Besar Inseminasi Buatan Singosari has responsibilities such as (1) providing and distributing Frozen Semen in accordance with standards (SNI), (2) conducting Technical Guidance to enhance the competencies of Inseminators, PKB, and ATR officials, (3) assisting field officers by deploying expert medical personnel, paramedics, Feed Quality Supervisors, and Livestock Seedling Supervisors to address reproductive disorders in the field, and providing feed assistance. In terms of exportation, it's well known that over 18,000 doses have been exported to six countries (Malaysia, Kyrgyzstan, Cambodia, Myanmar, Afghanistan, and Timor-Leste) to date. Additionally, BBIB Singosari offers services like providing guidance for national and international tennis classes, community services, and implementing Corporate Social Responsibility (CSR) activities as a commitment to social responsibility and community engagement.
